I was downtown on 20th Street last week and got a quick shot of the DART trolley ( or as I like to call it, Birmingham's version of a rapid transit system) just as it pulled off.

I was scratching my head trying to figure out which fountains in Paris had this kind of steps and then I reread your description--I see they're in Birmingham!

No idea but its a nice fountain, reminds me of the Houston entrance to RiverWalk there's a cascade similar to this

Now for the bottom photo I like the cropping too but obviously can't help with the location... I like the effect of water cascading down the steps though.
